simple environment promotions??

Will the Sharepoint Installer streamline the promotion of a sharepoint site from one environment to the next? (e.g. from dev to test to prod).  Ideally, the installer would minimize the effort to create the required custom configurations as the site is promoted to a "higher" environment.  Perhaps the server names, paths, ip addresses, other config settings... would be provided in the setup wizard or obtained by the installer interrogating environment variables and/or server information directly to generate the necessary configurations.  I'm looking to minimize the setup time and human error risk with sharepoint installations as I have many sites to develop (dev env), functionally test (test env), load test (performance env), then release to production (prod env).  What is the groups' recommendation either with existing best practices, utilities or with a future version of SP?  Any examples would be most appreciated.

The SharePoint Solution Installer installs SharePoint solutions. So if you make a SharePoint solution to accomplish the tasks you wish, you can install it (your SharePoint solution) with the SharePoint solution installer.
