Removed automatic restart of the SharePoint Timer Service during the pre-install checks. This is no longer necessary and also gives rise to problems on Windows Server 2008. Added detailed error message when a solution cannot be added to the SharePoint Farm because Windows Server 2008 User Account Control is turned on. It seems that it needs to be turned off to avoid a SecurityException from the SPSolutionCollection.Add method.

Fixed bug where solution with application specific resources could not be deployed (Error message was: This solution contains resources scoped for a Web application and must be deployed to one or more Web applications.) Localized a few more strings. Some strings are still hard-coded and need localization as well.

Adding localization for the project. Each form and control are enabled for localization and any additional strings are extracted in the CommonUIStrings resource file. Each RESX file has a default version, which contains English strings and an en-US version, which is contains the same strings, but prefixed with "!". I did this to make it easy to track any omitted strings. In the final release the exclamation mark can be removed, and probably the en-US resource can be excluded from the distribution as they are duplicate with the default strings.
